How HUD organizes affordable-housing data by state

HUD publishes Fair Market Rent and income-limit tables once a year, broken down by metropolitan area or by non-metropolitan county. State-level Public Housing Agencies (PHAs) administer Section 8 Housing Choice Vouchers in towns that don't have their own city or county PHA, which is the case for most rural communities. The state pages above group every city we cover under its state, and each city page identifies the specific PHA that serves it.

If you're looking for a community in a state with very few covered listings, that usually reflects how few incorporated places HUD treats as separate FMR areas — not that the state itself has fewer renters. Use the closest neighboring town's page; FMR and income-limit values are set at the county level, so neighboring communities almost always share the same numbers.
